Officers, Firefighters, EMTs, and Teachers Program

EHOP HUD homes are available for purchase by Law Enforcement Officers, Firefighters, EMTS and Teachers prior to the homes being available to other homebuyers. This program is similar to HUD's Officer/Teacher Next Door Program, however unlike HUD's Program, EHOP will complete all of the rehabilitation on the properties prior to sale. Therefore, there is no discount on the purchase price of the property when buying from EHOP. 

Officer, Firefighter, EMT and Teacher requirements for HUD Homes

1. Must meet the definition of an Officers, Firefighters, EMTS and Teachers :

  • A Law Enforcement Officer is defined as an individual who is (1) employed full time by a Federal, State, county or municipal government; (2) sworn to uphold the law; (3) given the general power of arrest for a Federal, State, County or municipal agency (please note: this authority cannot be limited to a building or facility, with the exception of California State and Federal Correctional Officers); and (4) in good standing with the department.   • A Teacher is defined as an individual employed full time by a public school, private school, or Federal, State, County or municipal educational agency, who is in good standing, and holds a current State-level certification, as a classroom teacher or administrator in grades K through 12. View the most current modifications to the guidelines: Housing and Urban Development.
  • A Firefighter/EMT is defined as an individual employed as a full-time firefighter or emergency medical technician by a fire department or emergency medical services responder unit of the federal government, a state, a unit of general local government, or an Indian tribal government serving the area where the home is located. 2. Law Enforcement Officers, Firefighters, EMTS and Teachers must live in the home for at least one year.

3. Law Enforcement Officers, Firefighters, EMTS and Teachers must complete an 8 hour homebuyer education course from a HUD-approved homebuyer counseling agency. Certificate of completion is required.

4. Law Enforcement Officers, Firefighters, EMTS and Teachers must submit a completed EHOP Officer/Teacher Certification Form with their purchase offer.

5. Law Enforcement Officers, Firefighters, EMTS and Teachers are not required to be first time homebuyers.

6. Law Enforcement Officers, Firefighters, EMTS and Teachers are not income restricted.

Properties Available to Officers Firefighter, EMT and Teacher

EHOP homes are available to Law Enforcement Officers, Firefighters, EMTS and Teachers for five calendars days prior to their availability to other eligible buyers. During this time, these properties will be listed on the Properties For Sale for Officers and Teachers page of this website. After the initial five days, the properties will move to the general EHOP List of Properties for Sale page.

Submitting an Offer to Buy an EHOP Home for Officers Firefighter, EMT and Teacher

  • Purchase offers should be submitted to the listing agent indicated on the website using CAR's most recent version of the California Residential Purchase Agreement and Joint Escrow Instructions. 
  • Purchase offers must include a first mortgage loan approval or pre-approval.
  • Purchase offers must also include a completed EHOP Officer/Teacher Certification Form.

EHOP TOP (Townhouse Ownership Program) Properties

EHOP TOP homes are available for purchase to Law Enforcement Officers, Firefighters, EMTS and Teachers a week before the property goes on the open market.  This program is the same as EHOP's rehab program, Civil Servants must meet all the same requirements.
